Know your placements

Cut costs without cutting corners - nationally

The Regional Centres of Excellence are supporting the development of a national care costing toolkit. 

Development of this toolkit will be managed through a project board with representation from senior service managers from the north west.  The toolkit will be officially launched in late March 2008 and will be free to local authorities.

The latest information is that over 50 authorities around the country want to use the toolkit and have started to train staff in the process. 

So that north west authorities can take part in the pilot stage of the project, the NWCE is holding two half-day familiarisation events on October 30, 2007 at the Birchwood Centre, Warrington.

Places at the event will be strictly limited to two representatives from each local authority - attendance that will enable authorities to sign up for the pilot phase.

The NWCE's Focus on a Framework highlights key frameworks or agreements that councils can use. 

 

Does your staff security come at a price?  This framework agreement can help councils save money when protecting front-line staff.

 

It has been reported that 100,000 public sector workers were assaulted last year. To support staff working in their local communities, this agreement offers access to a range of lone worker protection products and services. 

 

Suppliers offer a range of service options and mobile devices which can be tailored to meet the specific requirements of the user organisation.

Shared Services News

The north west shared services programme is forging ahead with plans to encourage local authorities in the region to develop shared services projects.

 

A third sub-region - AGMA - has now joined Lancashire and Merseyside in making successful applications for funds to the NWCE for their respective projects.

 

The three authorities have now set up new governance arrangements and will use the funding to support the development of three-year, sub-regional, shared services strategies to be in place by the end of March 2008.

pinConstruction hopes pinned on panels

A NEW initiative has been launched that aims to help north west councils get the best value from their annual £2,200M spend on construction per year.

The North West Development Agency has launched 10 consultant panels that offer a wide range of services relevant to the delivery of construction related and consultancy services.

 

The panels can be used to obtain best value quotes for a range of construction-related contracts and will be in place until December 31, 2011.

 

Colin Cram, regional director of the NWCE, said: "Construction covers 30% of the AGMA purchase spend alone and councils, who will face a significant squeeze on funding coupled with inflation, will need to focus heavily on getting best value from their spend.

 

"These panels will help authorities in their search for quality, construction services and supplies at the right price."

All local areas have to agree a new local area agreement (LAA) by June 2008.  This is a major challenge for elected members, council officers and local and national partners.

 

The IDeA is developing a support programme to help local authorities and local strategic partnerships (LSPs) negotiate and deliver excellent LAAs.

 

The LAA and LSP improvement support programme is available on a regional and sub-regional basis, or to individual councils and partners.  Click here for more information.

Transforming Service Delivery Conference

The NWCE's regional director Colin Cram is speaking at the Transforming Service Delivery Conference to be held at the QEII Conference Centre on October 30 and, for a limited period, two delegates can book a place at the event for the price of one.

 

The conference will look at CSR2007 and its effect on local government, and will focus on the recommendations made in the Local Government White Paper - 'Strong and prosperous Communities' with regard to re-shaping public services and partnership working in the challenging financial climate.

FREE training on sustainable procurement is being offered to councils in the north west

 

The NWCE is working with ActionSustainability to deliver training to help delegates to discover the tools and techniques of sustainable procurement, look at the tools and techniques available and identify and manage how sustainability affects council's supply chains.

Delegates will learn how their supply chain affects the environment and the society we live in, and is ideal for those wanting to learn more about sustainability issues in their organisation's supply chain, procurement and environmental staff new to these issues or budget holders without a professional purchasing background who need to be aware of how the decisions they make can affect sustainability.

 

Normally £350 per delegate, this training is free of charge to one delegate per council if accompanied by a supplier.

Sourcing Sustainable Solutions - Meet the Buyers
November 21 2007, Manchester

THE NWCE will be supporting a sustainable procurement event in Manchester in November.

Sourcing Sustainable Solutions - Meet the Buyers will provide delegates with the opportunity to meet suppliers who can provide innovative environmental and sustainable products and services.

 

The NWCE will also be presenting The Chest, the new portal for local government business opportunities.

 

A unique feature of the event will be pre-arranged meetings with suppliers, selected according to delegates' criteria. Delegates can tell the organiser their specific areas of interest, when booking, and the information will be used to research and identify suppliers that match their criteria. On the day of the event, delegates can take part in a series of private, pre-scheduled meetings with the pre-matched suppliers.
