Dense Bitumen Macadam (DBM)
 
The AGMA group has produced a framework arrangement for the supply (but not lay) of DBM. 
 
The contract allows for, and indeed has been developed, for use by all Authorities in the north west.
 
The commercial arrangements deliver savings of up to 6.5% against current rates paid by Authorities.  The proposed contract and an approach to implementing it was agreed by the AGMA Chief Executives Strategy Group on 5 October 2007.
 
Many local authorities in the north west were involved in the process through their Engineering Departments.  A reduced list of common specifications has been agreed, which should reduce workload within Authorities and also allow the suppliers to cut costs.  It is clear that savings ‘in house’ from reduced administration, tendering & specification writing are significant.
 
To be successful the framework needs to be adopted enthusiastically and whole-heartedly and we therefore request your support in using the new arrangements.
 
Governance of the contract will be through MCC, overseen by a board comprising: -
  • AGMA representative to chair – Roger Ellis & AGMA group to nominate
  • Ian Brown - Head of Corporate Procurement, Manchester City Council
  • John Lorimer – Director Capital Programme Division, Manchester City Council
  • MCC Procurement Manager
  • GMADE Rep – Ian Crook, Bury Metropolitan Borough Council
  • Representatives from other NW authorities – Merseyside, Cheshire, Lancashire & Cumbria
  • Colin Cram - Regional Director, North West Centre of Excellence
As you can see the board is looking for representation across the regions – volunteers please step forward. Administration will sit with Mr Ian Brown, Head of Corporate Procurement, Manchester City Council. Karen Lock from MCC will will be responsible for day to day management of the framework.
